TITLE : Technical Team Lead- Individual Consultant

1. Objective

The Consultant shall lead and coordinate technical teams in the planning, design, development, integration, testing, deployment and maintenance of ICT and digital transformation solutions, ensuring delivery in line with approved architecture, quality standards, timelines and project objectives.

2. Scope of Work and Responsibilities

1. Lead and coordinate technical teams in the planning, development, integration, testing, deployment and maintenance of ICT and digital transformation solutions.
2. Translate business and functional requirements into technical requirements, system specifications, workflows and implementation plans.
3. Oversee SDLC activities and ensure adherence to approved architecture, development standards, quality requirements, timelines and project objectives.
4. Coordinate application development and integration activities across multiple platforms and stakeholders.
5. Lead technical reviews, solution design discussions, troubleshooting, issue resolution and technical risk mitigation.
6. Coordinate QA, UAT, security testing, deployment, go-live readiness and post-implementation stabilization activities.
7. Monitor technical deliverables, milestones, dependencies and resource utilization, and provide regular technical progress reports to project management.
8. Coordinate with consultants, business users and government stakeholders to ensure timely delivery and resolution of technical issues.
9. Support the preparation and review of technical specifications, RFP/ToR documents, technical proposals and other technical project documentation.
10. Provide technical guidance, knowledge transfer, user training and recommendations for continuous improvement and sustainable system operations.
11. Perform any other relevant task assigned by the Supervisor.

3. Qualifications and Experience

• BS/BE in Computer Science, Computer Engineering, Information Technology, Software Engineering or a related discipline from an HEC-recognized institution. Preference will be given to candidates holding PMP, ITIL or CSM certification.
• Minimum seven (7) years of relevant professional experience as a Team Lead or Project Manager in leading ICT, CMS, supply chain systems, mobile/web portals or digital transformation projects.
• Demonstrated experience in leading technical teams and managing end-to-end SDLC activities, with a sound understanding of public-sector projects and working environments.
• Good knowledge of Agile and Waterfall methodologies and Scrum practices.
• Strong communication, coordination, problem-solving and stakeholder-management skills.

4. Reporting and Duration

The Consultant shall report to the Director Technical, Khyber Pakhtunkhwa Information Technology Board (KPITB). The assignment is for six (6) months, extendable subject to satisfactory performance and availability of funds. Duty station: Peshawar
