TITLE : Individual Consultant Full Stack Developer (Laravel)

Project: ICT Project, KPITB

1. Objective

The Consultant shall design, develop, deploy, secure and maintain high-transaction web applications and APIs on the Laravel framework, and shall support the associated database, server and DevOps functions required to keep those applications performant, secure and available.

2. Scope of Work and Responsibilities

1. Design, develop and maintain robust Laravel applications capable of processing millions of transactions/jobs daily, using event listeners, queues (Redis/Horizon) and task scheduling.
2. Develop responsive front-end interfaces using HTML5, CSS3, JavaScript and modern frameworks (Vue.js/React/Livewire) or Blade templating, integrated with backend services.
3. Build scalable RESTful APIs for internal and external stakeholders, ensuring seamless integration with third-party services including payment gateways and SaaS platforms.
4. Implement API security best practices — OAuth2, JWT, rate limiting and encryption — and ensure compliance with applicable data protection standards.
5. Optimize application performance through code refactoring, caching strategies (Redis/Memcached) and load balancing.
6. Apply version control discipline (Git), code review practices and coding standards (PSR).
7. Architect and optimize high-traffic relational databases (MySQL/PostgreSQL) and NoSQL solutions (MongoDB) for scalability and performance.
8. Write complex queries supporting both OLTP and OLAP workloads.
9. Implement indexing, query optimization, replication and sharding strategies.
10. Ensure data integrity and implement backup and disaster recovery procedures.
11. Manage Linux-based server environments (Ubuntu/CentOS) for deployment, monitoring and scaling of web applications.
12. Configure and secure web servers (Nginx/Apache), firewalls (UFW/iptables) and SSL/TLS certificates.
13. Automate deployments through CI/CD pipelines (Jenkins/GitHub Actions) and containerization tools (Docker).
14. Harden server and application configurations in line with recognized security baselines (e.g. OWASP Top 10, CIS benchmarks).
15. Support periodic security audits and vulnerability assessments, and implement remediation of identified findings.
16. Coordinate with designated security teams or third-party auditors for penetration testing and intrusion detection, where applicable.
17. Prepare and maintain technical documentation covering APIs (Swagger/OpenAPI), system architecture, workflows, deployment procedures and configuration.
18. Use project management tools (Jira/Trello/Asana) to track tasks, timelines and deliverables.
19. Provide knowledge transfer and handover documentation to the client team at assignment close.
20. Perform any other relevant task assigned by the Supervisor.

3. Qualifications and Experience

• Sixteen (16) years of education in Computer Science, Information Technology, Software Engineering, Systems Engineering or a related field from an HEC-recognized institution.
• Minimum seven (7) years' post-qualification experience as a Web Developer, Full Stack Developer or similar role.
• Demonstrated proficiency in PHP and the Laravel framework, HTML, CSS and JavaScript.
• Demonstrated experience in RESTful API design, MySQL/PostgreSQL database design and query optimization.
• Working experience with Linux server administration, Nginx/Apache configuration and Git.
• Strong problem-solving, documentation and communication skills.

4. Reporting and Duration

The Consultant shall report to the Director Technical, Khyber Pakhtunkhwa Information Technology Board (KPITB). The assignment is for six (6) months, extendable subject to satisfactory performance and availability of funds. Duty station: Peshawar
