Individual Consultant — Mobile Application Developer (React Native)

Project: ICT Project, KPITB

1. Objective

The Consultant shall design, develop, test, deploy and maintain cross-platform mobile applications on React Native for Android and iOS, ensuring seamless integration with backend APIs, adherence to platform and security standards, and sustained performance and availability in production.

2. Scope of Work and Responsibilities

1. Design, develop and maintain cross-platform mobile applications using React Native for Android and iOS from a single codebase.
2. Translate functional requirements, wireframes and UI/UX designs into responsive, accessible and performant mobile interfaces.
3. Integrate mobile applications with RESTful APIs and third-party services including payment gateways, SMS/OTP providers, mapping services and analytics SDKs.
4. Implement secure authentication and session management (OAuth2, JWT, biometric authentication, secure token storage) and apply mobile application security best practices in line with OWASP Mobile Top 10.
5. Implement offline-first capability, local data storage, caching and background synchronization for use in low-connectivity environments.
6. Implement push notifications, deep linking, in-app messaging and device feature integration (camera, GPS, file storage, sensors) as required.
7. Develop and maintain native modules or bridges where platform-specific functionality is required beyond the React Native framework.
8. Optimize application performance, memory usage, startup time and bundle size, and troubleshoot platform-specific issues on Android and iOS.
9. Apply state management, code modularity and version control discipline (Git), code review practices and agreed coding standards.
10. Prepare and execute unit, integration and device/OS compatibility testing, and support QA and UAT cycles.
11. Manage build, signing, release and publication processes on Google Play Store and Apple App Store, including compliance with store review guidelines.
12. Configure and maintain CI/CD pipelines for mobile builds and releases (e.g. GitHub Actions, Fastlane, App Center) and over-the-air update mechanisms.
13. Implement crash reporting, logging and usage analytics, and monitor post-release stability and user-reported issues.
14. Coordinate with backend, UI/UX, QA and project teams to ensure timely resolution of technical issues and alignment of deliverables.
15. Prepare and maintain technical documentation covering application architecture, API integration, build and release procedures and configuration.
16. Use project management tools (Jira/Trello/Asana) to track tasks, timelines and deliverables.
17. Provide knowledge transfer, handover documentation and source code to the client team at assignment close.
18. Perform any other relevant task assigned by the Supervisor.

3. Qualifications and Experience

• Sixteen (16) years of education in Computer Science, Information Technology, Software Engineering, Systems Engineering or a related field from an HEC-recognized institution.
• Minimum seven (7) years' post-qualification experience as a Mobile Application Developer or similar role, including demonstrated experience in React Native.
• Demonstrated proficiency in JavaScript/TypeScript, React Native, state management libraries (Redux/Context/Zustand) and mobile UI development.
• Demonstrated experience integrating mobile applications with RESTful APIs and third-party SDKs.
• Working experience with Git, mobile build tooling, and publication of applications on Google Play Store and Apple App Store.
• Strong problem-solving, documentation and communication skills.

4. Reporting and Duration

The Consultant shall report to the Director Technical, Khyber Pakhtunkhwa Information Technology Board (KPITB). The assignment is for six (6) months, extendable subject to satisfactory performance and availability of funds. Duty station: Peshawar.
